I used Adobe Photoshop CS3 and use windows 7 snipping tool to copy elements from the face-book west wars game to add elements to the existing picture.

Getting off topic... but Facebook West Wars is similar to this game, but it takes a lot of the mystery and thinking and political skill out of the game. Like there is no running a town there or communicating with people. It is a click click click use up energy and duel energy... good for people who are on the phone all day.
Similar to mafia wars and other zynga games online.
But West Wars is made by Innogames that makes this game.
