No. It can only rise.

so it rises for every duel won? or does it get harder to raise it as it goes higher?
and other than dueling experience, what does the dueling level dictate? does it make things easier with a higher dueling level?

It is in place to stop people preying on players with low levels. You can only fight within a certain level of your duelling level.

I saw that the dueling experience drops 5 points for every lost duel. I didn't saw the level dropping. Saw this looking at the dueling level+experience of the opponents in the saloon before and after the duel.
Maybe some dueler can confirm (or disprove) my findings.

Dueling XP does not ever go down.
How Duel XP is calculated from the help:
The winner also receives experience points for the duel. How many points are received depends on the dueling level of the opponent.
Experience points = (7 * dueling level of the loser) - (5 * Dueling level of the winner) + 5
The winner receives at least 5 experience points.
