Do I really have to wait 181 days after making the Garland and equipping it? I equipped it and it says (blocked).

You shouldn't. You have until 30 Jan to complete the questline.

Make sure you have the questsegment showing in your tracker. Close all in-game windows, then reopen Saloon only, and recheck Henry.
