Blackmailer Quest doesn't seem to be available regardless of the time?

The Blackmailer quest says it is only available 16:00-23:00

What clock are they using?

I play at all different times of the day and can never seem to get this quest to activate.

I am not in the United States

times for quests are based on the server time,which is found in the lower left hand corner of the page where the chat room is; The game is based in Germany, so that is what time the server is on.
