2cm x 10cm is basically 1/5 of 10cm x 10cm square sheet.
since it takes 20 seconds to cut a strip, that means the elf gonna need 5 x 20 seconds = 100 seconds, convert it to clock = 0:01:40
Note = the answer is just based on statistic, i don't know if the elf is slacking between each strips making. :-D

The obvious answer is 4 cuts - because 4 lines divide the 5 strips x 2cm which you can cut out of 10cm. So 80 seconds.
But with a little folding beforehand you could cut once and get the 5 pieces.

1min 20 seconds. The elf makes 4 cuts which leaves 5 strips as the last two strips require only a single cut.

Well it takes him 80 seconds because he needs to cut 4 times to gain 5 pieces 2cm x 10cm.. However if he needs more (puts 2 sheets on top of each other) then and cuts both at same time then he has 2 stripes per 20seconds instead of only one.. so basically the more he can cut at same time the faster it will be done..

It takes 100 seconds or 1 minute and 40 seconds.

A 10 x 10 cm sheet can be cutted in 5 strips of 2 cm x 10 cm. For one strip it takes 20 seconds to cut so for 5 strips it takes 100 seconds.

You can create 5 strips in total, for which a total of 4 cuts need to be made. Therefore 4 x 20 seconds = 80 seconds or 1 minute and 20 seconds.

Answer:
The answer is 80 s or 1 min 20. Why? We actually make 5 strips of paper, but there are only 4 cuts to make (and not 5, that was the trap ^^) So 4 * 20 = 80s
