In order to get the 3rd key, you need to have ~730 labour points for WTM. Having less won't help, having slightly more ( ~785) still works. My question is, does it work even if you have 1k+ labour points on the job? How accurate is the ''~" requirement?

I think the ~ at this point is because we're not absolutely sure of the requirement? It's not meant to be interpreted as "somewhere around" but more like "we know that the minimum value is somewhere around..." so having more isn't an issue as far as I'm aware.

Well with 5 picks + advent you get about 5.5k luck w/o premium. Given that the key is worth 7500, its drop chance clearly isn't associated to a great amount of labour points as far as I can figure out. If anyone could confirm being able to get it with 730++ LP's , it would be greatly appreciated.

It's not a luck drop, it's a quest drop, therefore the value of the item ($7.5k) is not important.
I did find it years ago, and I had about 750 LP, I don't remember exactly.

It's a minimum, so you can still get it with a lot more labor points than that.
