Its probably your connection, here we had a cable get disconnected due to road works. So it can be something like that. Which makes your connection routing differently.

Edit:

Other possible solutions, try to clear DNS cache, clear cookies, and if those don't help, try to use a vpn, it'll slower your internet a bit more but it should use a different routing method.

I had the same problem today at about the same time Al35ul posted, seems to me it's not a local problem on the player's side.

international sea cables or border internet cables can have an effect on more than one countries, so it can be from inno's side too. Usually they reroute it to a different routing, like if a highway has been flooded, you take a different route to go where you wanted to go.
