Nope. I did the bouquets on w9, where I just started in December. I haven't done last year's quest yet.

If you don't have the quest you're either a greenhorn or you did it last year. The new "quest" isn't actually a quest.
Oh yeah, and re: the 20th for this years, that MIGHT just be when you can complete the transactions. I'm not sure if you can find the item required until then or just today.

I am not sure, but I heard some things about this quest, so I would ask also (perhaps helping this discussion to get clarified):
- is the Valentine's Day Quest not available below level 10?
- is the Valentine's Day Quest not available for players who did it before?

Like I said, it's not available to greenhorns because they can change their gender any time. You have to select a class and gender before the old quest is available.
