How is the following situation possible? One player left their town back in October and has not joined another since. There was no bounty imposed on them when they have left the city. Despite of this, they were dulled in December. We can rule out the possibility of a game bug, and we’re also sure he hasn’t joined any town since. Also, they haven't used a bouquet of flowers. How could someone duel this player?

The only way it's possible is if they were dueled in December of the previous year, e.g. if they left their town in October '21 & were dueled in December '20 (it's not stated anywhere they were dueled in December of that same year after they've left their town, which without a bounty on their head would not be possible).

That's why they were dulled around.
