Resolved: Two items I can not figure out

How do you find whiskey? (What job,etc)
Can you only get cigars from Indian trading? When does it appear on the list? I am highest level character 45 and it still has not shown up. Any help appreciated. Need whiskey for quests and forts. Thanks.

If you need Whisky for the adventurer quests, you can get it from another quest.

You find whiskey by doing the job Mercenary Work.

Go here and you'll see that whiskey is found while doing the job mercenary work. And yes, cigars are only found while trading with Indians.

Level 45 is really not high when it comes to these two jobs. It all depends on where you have placed your attribute and skill levels. My level 68 character is -154 when it comes to mercenary.

A. It comes from the job mercenary work. If you need it for the adventurer quest "Supplies", which I assume you do if you're looking here, it also comes from a sub-quest of "Supplies" from Mugridge. Check him again after accepting "Supplies" and you'll have two new quests.
